I had neighbors above me in San Francisco for 7 years who had wood floors, no rugs and had a 2 year old running around until 11:30pm at night. I had wireless headsets on when watching tv to drum out the noise. * I bought earplugs and an ear head set to wear over the ear plugs just to read in peace. * I know of some people who have staple gunned carpets to the ceiling as well. * I have heard of some people putting up 4 inches of sound barrier material on their ceilings and that works. * White noise like a loud water fountain/sound machine with rain and a couple of fans placed high near the ceiling help to take the edge off. For me, an 18 inch cement barrier would be heaven. In CA where I live, the walls and floors are only about 4 inches thick with wood and drywall.
